National Energy Corporation of Trinidad and Tobago

National Energy Corporation of Trinidad and Tobago Limited (NEC) is a member of the National Gas Company of Trinidad and Tobago Limited (NGC) group of companies. Incorporated in 1979, NEC develops and operates world-class industrial estates, port and marine infrastructure, as well as provides marines support services that form part of an integrated approach to facilitating and promoting natural gas-based investment in Trinidad and Tobago.

NEC’s capability is bound by its 27 years’ experience in project development, construction, operation and management of industrial estates, as well as port and marine infrastructure that today serve the country’s natural gas-based industry. As a consequence, NEC has built core competencies in civil and marine engineering for business development, as well as in project management activities through its execution of several projects, including:

  1. The construction of Savonetta Piers Nos. 1, 2 and 4, the redesign and construction on the Savonetta Pier No. 3.
  2. The development of the 1st phase of the Brian Lara Promenade, Independence Square, Port of Spain.
  3. The reconstruction of Rivulet Road, which links the Point Lisas Industrial Estate to the country’s main highway network.
  4. Operation and management of the Point Lisas and Brighton Harbours and their respective infrastructure.
  5. Regular maintenance dredging of the Point Lisas and Brighton Harbours.
  6. The development of reclaimed lands at Point Lisas to meet the specific needs of new industries located on the estate.
  7. The construction of NEC’s Head Office.

Over the period 1996-2005, NEC’s harnessing of its know-how and management of its assets resulted in cumulative after-tax profits of TT$244.3 million and paid dividends totaling TT$63.6 million.

NEC’S MANDATE
Since NEC’s re-operationalizaton in 1999 as an independent entity within the NGC Group of Companies, its mandate has been “to develop and manage suitable infrastructure in order to facilitate and promote the various activities relevant and appropriate to natural gas-related operations”.

However in February 2004, the Government of the Republic of Trinidad and Tobago further expanded NEC’s mandate to also include:

  1. The planning, design and construction of all facilities and utilities that will transform the Union Estate and other industrial sites into modern industrial park for the siting of large-scale energy complexes and plants.
  2. The promotion of new energy-based industries for the Union Estate and promotion of associated downstream industries for the several industrial estates located throughout the country.
  3. The management of the Cliffs HBI and Nucor Iron Carbide Plant sites at the Point Lisas Industrial Estate

VALUABLE ASSETS BACK OUR STRATEGIC INTENT
NEC owns and maintains several critical assets that include the following:

EXISTING MARINE INFRASTRUCTURE 
Point Lisas Harbour

  1. Point Lisas Channel - 3km long and 150 m wide
  2. 2 Turning Basins, dredged to 12.8 m. The larger being 700 m x 500 m - is utilized by the various petrochemical and steel vessels; the smaller is utilized by PLIPDECO, for general and containerized cargo
  3. 6 Terminals for loading/discharging petrochemicals and steel products 
  4. Accommodation of vessels up to Panamax size
  5. ISCOTT Dock
  6. 9 marine vessels - for towage operations

The six (6) Savonetta Piers: Specifications

Savonetta Pier No. 1: A 310 m finger pier built in 1982 for vessels with a maximum draught of 11.6 m, used for the export of ammonia, urea, and methanol. In 2005 this pier handled 2.5 million tonnes of product.

Savonetta Pier No. 1 South: Import of bulk oils; Max draft 7.0 m.

Savonetta Pier No. 2 South: A 300 m finger pier extension of Savonetta Pier No. 1, which was completed in 1994, and designed to export ammonia and methanol. In 2005, the pier handled 2.5 million tonnes of product.

Savonetta Pier No. 2 North: To meet additional demands from new plants, the north side of the pier has been completed in 2005 to export an additional 2.0 million tonnes of methanol, with the option to also load ammonia. Simultaneously loading from both sides of the loading platform is now possible.

Savonetta Pier No. 3: A 410 m pier, originally built in 1994 to facilitate the import of iron ore and the export of iron products. In 2003, the Pier was redesigned and re-constructed to handle the export of petrochemicals; almost 2.0 million tonnes of methanol from the Atlas methanol plant located at Point Lisas is exported from this pier annually.

Savonetta Pier No. 4: Completed in 1999, this is a multi-user facility to accommodate the import if iron ore and the export of iron briquettes, ammonia and methanol. 

ISCOTT Dock: Specifications
Completed in 1981, this terminal contains a 406 m long dock with two rail-mounted crane hopper units, used for the import of ore and other associated raw materials and the export of iron and steel products from Mittal Steel Point Lisas Limited. The Dock is operated and maintained by Mittal Steel Point Lisas Limited.
