Mauritius is in many ways the PIO capital of the world. It has a very proactive overseas Indian population that loves to interact with India, culturally, economically and politically. It sends large delegations to the annual Pravasi Bharatiya Divas. The delegates are representative of the PIO population which accounts for 68 per cent of the country’s total 1.25 million people. The Indo-Mauritians today have largely done well for themselves considering that they are mainly descendants of indentured workers that were consistently pushed to the tail-end of the economic ladder. The indentured classes were made of those who undertook perilous sea journeys under congested and inhuman conditions and later toiled slave-like at the sugar plantations owned by their British and French masters. Much of the Mauritian economy that we see today is a result of the blood, sweat and tears of those who left India to earn a living in Mauritius, almost never to return again. Navinchandra Ramgoolam, the Prime Minister of Mauritius, also has humble origins. Like most Indo-Mauritians, he traces his origins back to Bihar. Today, his Government holds out fresh hope for the people of this majestically pretty island nation, providing political stability and an economy that has grown annually at five per cent very consistently.

At the invitation of the Mauritian Prime Minister, and also thanks much to the diplomatic ground work done by the dynamic High Commissioner of Mauritius in India Mookhesswur Choonee, the Chief Minister of Bihar Nitish Kumar led a delegation of businessmen, bureaucrats and artists to Mauritius between July 27 and August 1, 2007. The entire week long programme was organized by the GOPIO International led admirably by its president Mahendrah Utchanah. GOPIO received full support from the Government, after all Ramgoolam is also the chief patron of the GOPIO International. INDIA EMPIRE covered the visit, and has packaged a special Mauritius section for its readers worldwide.

Also in this issue we have a story of Professor Joseph Adaikalam in Malaysia, an eduprenuer par excellence, who has done the PIO community proud. He is the first PIO to have received a licence, following strict scrutiny, from the Government to run a world class private university—Binary University College of Management and Entreprenuership.
