In mid-October Canadian Prime Minister Stephen Harper’s Conservative Party returned to power with 144 seats in the 308-member Parliament. Significantly from the Indian standpoint nine of those who made it to Parliament are Indian-Canadians. All of them have origins in the north Indian state of Punjab. Three of them are turbaned Sikhs – Tim Uppal of the ruling Conservative Party joins Gurbax Malhi and Navdeep Bains of the opposition Liberal Party in Parliament. Like Uppal, the other first timer to Canadian Parliament is Devinder Shory. The success of the Indian-Canadians over the years has meant that Punjabi is now the fourth most common language in this North American nation, after English, French and Italian. Our cover story talks about this significant achievement by the Indian diaspora.

Also in this issue, read about the muscle-flexing of the Soviet Union which years after the end of the Cold War is once again set to challenge the military might of the USA. Moscow has been dispatching long range bombers and nuclear warships into Latin American waters that can be considered America’s backyard. The new strategic alignments and changing equations have been well brought out in an incisive article by Consulting Editor Rakesh K Simha.
